Hasbro does it every once in a while. The reason why it seemed so likely for Power of the Primes is because there would otherwise be no other use of the Optimus Prime mold. It can't pass for any other character, unless they extensively retooled it into Ultra Magnus somewhere down the line. Hasbro doesn't usually care for "one and done" on any given mold. We didn't get Nemesis Prime repaints in Combiner Wars or Titans Return, because those Optimus Primes either got different retools/repaints later in the same line or were themselves retools. CW Voyager Optimus was later released in white and gold as Power Core Optimus Prime. TF Powermaster Optimus Prime was an extensive retool of CW Ultra Magnus, and it was then further retooled by Takara and released several more times.

And you just answered your own question. There aren't a whole lot of trailer trucks to choose from that would be accepted as a Leader. Motormaster might work, but he just got a figure and I think we're past the point of Combiners that don't combine.

Nemesis is nice and simple to make for them, and hell I appreciate the new head and guns as well as some of the teal on him.
(I seriously like that headsculpt, and while it does look similar to Toxitron's head which in of itself was designed by Hasbro for a Nemesis Prime they never made the mold's are actually different.)
And honestly when is the last time we have gotten a fake leak? The badly photoshopped TLK stuff that was quickly debunked?
