I think its because there's already grimlock in the RB line. And Grimlock, so far, does not transform into a humanoid robot at any time.

Hasbro simply wanted the Dinobot in the show to be Grimlock, even though he was originally conceived by the showrunners to be a brand new red Stegosaurus character. This Grimlock then became the one seen in RBA despite the obvious G1-based redesign he was given as part of the brand's new implementation of evergreen designs.
