I think its because there's already grimlock in the RB line. And Grimlock, so far, does not transform into a humanoid robot at any time.

Hasbro simply wanted the Dinobot in the show to be Grimlock, even though he was originally conceived by the showrunners to be a brand new red Stegosaurus character. But with AOE out at the time, Hasbro wanted to capitalize on that movie's release by having the big name recognition of Dinobot T-Rex Grimlock spread across the board and requested the RID 2015 showrunners change their new Dinobot character into a new Grimlock.
This Grimlock then became the one seen in RBA despite the obvious G1-based redesign he was given as part of the brand's new implementation of evergreen designs.

Well that didn't take long. We just learnt of brand new Rescue Bots products coming out way and the ones people were most excited about have been found at Canadian retail. These are part of the Dinobots Adventures subline and are redecos to turn previously released Resce Bot toys into G1 Snarl, Sludge, Slag and Swoop. Those were some of my kid's favourite toys and since he had misplaced some of the original releases (because he is 3) you can bet your bottom dollar we took some home with us. All four have a quick conversion and a simple but satisfying action gimmick in dino mode. Slag does require some shaving of the plastic to make the one step transformation easier to do. This specific sighting is from a Toysrus in Montreal Canada. Unlike other Rescue Bots toys, these were not in the Playskool section but rather the main Transformers section.

Griffin from Ozformers got the Optimus Prime Jumbo Jet Wing Racer toy and has taken mages of it. While it is not branded as a Rescue Bots toy, it is the same aesthetic and the plane mode further converts into a carrying tray for Rescue Bots figures. This toy was found in Australia about a month ago and has yet to show up in America.
It also comes with a simplified Bumblebee figure. Here is the product description:

There are toys so stupid it's awesome, and there are toys just plane plain stupid. This is the latter, and I'm not looking it from a collector point of view.
Easy play pattern improvements. Propellers should be jet engines befitting a jumbo JET and add voice chips w/ OP classic/RescueBots phrases, jet engines swoosh noises, transforming sound, etc. Make the ramp spring loaded so pressing a button can launch the cars out of the ramps so the "RACER" part in the name makes sense (I think the yellow piece on the wings work with gravity in OP bot mode only, realease it and the car slide down the ramp vertically. But they do nothing in jumbo jet mode?). Simple changes that add a buck or two to the cost but make kids, parent & TF fans alike super happy and get a ton more sales because it's a better toy. Is that too hard?
I-it’s basically a glorified box... At least give it an action feature, like spring loaded car launchers, or lights and sounds. Anything to up the play value.

Wings convert to Racetracks is not enough of a play feature? They also have a release mechanism for the cars so they can speed down the wing ramps .
"Articulation" who needs articulation when your wings can be racetracks.
WHY A PLANE? It's just doesn't make any sense. This concept would be just perfect for a huge cargo ship. But noooooooooo, sea ships are uncool. Better have a jumbo jet with CAR CARRIERS as wings.

The plane mode looks like a hot mess. Most kids will want to pick that up and go "neeeeyyooooow!" with it, but won't be able to, due to the size. They should have made into a base, massive lorry, or ship, do kids could push it around in the ground/keep it stationary.

Thanks to fellow Seibertron user, and toy reviewer, Chuckdawg1999, we now have video reviews of the recently re-released Transformers Rescue Bots toys (now under a Dinobot Adventures branding). These figures are all ones that have been seen on store shelves before but are perfect for those little fans who might have missed out on them the first time.
