Don't overlook the possibility that the NEST label was slapped on at the last minute for Bee when he was clearly supposed to be a universal studios exclusive, but covid changed plans. If universal is passing again, this could be something planned for them that is shoehorned elsewhere. I still think it may be a grey Blitzwing with a new head for the leaked voyager Breakaway from a while ago, but I wouldn't rule out a con either. Universal's previous exclusive was a battle damaged megs, wasn't it?

Yes, but the use of "Nest" is why we're all guessing it has something to do with the recent NEST Bumblebee and Universal Studios. Even if it didn't say Bumblebee we'd probably still draw the same conclusion.

He's a Voyager in name only, he's actually the size of a Core because of that ridiculous parts count.
I'm glad to see the big bots of the next movie are going to hit Leader class. Can't even begin to imagine how they'll get Primal up to that price point. Extra stuff aside he isn't a figure that traditionally requires a high parts count or complex transformation and what we've seen of the character in other toys and art it doesn't seem like anything has really changed. Maybe whatever the McGuffin they're after gives him a temporary upgrade that can be snapped on.
And we can finally put that false but still perpetuated rumor (started by PvP) about Snarl being a Voyager to rest for good now, right?
