The stat cap has been raised to 20, which could mean an expansion of the old ratings, or a completely new scale. If the latter is true, it makes Weirdwolf's "10" for intelligence more like a old "5," which isn't too far off, though I do have to wonder how much intelligence Monzo really brings to the outfit to boost that up to a "7.5". The rescaling does make Weirdwolf's firepower that much more pathetic, though.
I don't think it's meant to be a new scale. (Note that Stripes uses the standard 10-point system.) From what I see, each color represents the individual characters' stats; they add together when they combine. They had to put more on the end because, if they didn't, everyone would be maxing 3 or 4 of their stats (which is apparently Fort Max's thing).
Takara's
Cloud line used a 20-point scale for the same reason...the difference being that TM uses an actual feature of the toy (as opposed to some element of the fiction).
As for WW, if anyone is an idiot savant, it's that guy.
