My guess is that that's our missing Shockwave link. Tidal Wave in Japan was called Shockwave - so it's rather likely that the translator simply gave him the localized name rather than a direct translation, and not realising that G1 Shockwave is now called Shockwave in Japan instead of the previous Laserwave; translated both Shockwaves to Tidal Wave.

He's been revealed a while back, this lsit was about the ones we werent sure of yet for the most part an included some of wave 3 but not all.

Dinobot also seems unaccounted for given previous rumors. Although with the easy conversions we've seen applied to Fall of Cybertron Grimlock by fans, I lean towards the idea that a FoC retool (possibly with some RiD Grimlock retool elements; a "Frankentool") could be used for Grimlock/Dinobot/Clobber, probably with a crown element built in.
Likewise, I can see Arcee just being a Generations Arcee with a modded cockpit and head attachment. They're going light on Generations molds being retooled/re-engineered for TR (technically we haven't seen any so far aside from Chromedome) but I can see FoC/RiD Grimlock and Generations Arcee being well received enough molds.
I'm on the fence but I can also see Highbrow -> Springer late in the line. Actually, you know what would be cool? Titan Master Springer packaged with TWO bodies. Chromedome AND Highbrow in Springer decos. That's a different way to accomplish the triple changer gimmick on a budget and two bodies sold with one head will help move the TM standalone heads.

Why would it be necessary to put Snarl's head where Skullcruncher's tail is? I think a simple new head and stego spikes would be sufficient.
