No they're not. Dead End's thighs look to be longer and have thigh swivels in the upper thigh closer to the waist, while Chromedome's thighs look to be shorter and have thigh swivels in the middle of the thighs closer to the knees. And their thighs are shaped differently.

Will, I am not stating any opinion. I am stating what I see based on careful observations of the Chromedome photos, the Dead End figure I have on hand, and the comparisons I have made between the two, in which I can definitely say that, while the two share similar aesthetics and design elements, I see no base parts that are indentically sculpted between the two figure beyond some minuscule rudimentary components (namely joints) that are shared across many figures that Hasbro/TakaraTomy have developed. This is not my opinion, but it is my observation.
