Forgot to respond to this. Based on the comments I've seen, it's because of them perceiving either Apeface's jet mode or Snapdragon's dino mode in the same negative light you perceive SIEGE Skyfire's jet mode.

Frankly the original toy is just as hollow and open, but it's harder to see because of the Autobot Car Mermaid Syndrome...
Also, as Wolfman Jake points out, there apparently
is a cover. It's just that the marketing and PR idiots prove for the umpteenth time that they can't be trusted with anything more complex than a One-Step.
Even before knowing about the cover piece, I was more disappointed by Prowl still having Smokescreen's spoiler and overall having the same "bland lumpy modern car" look as
