Minibots should all be between 3 and 4 meters tall. The shortest are over a meter shorter than the standard boys, while the tallest are the same height.
Legends minibots are roughly half the size of your average Siege deluxe. Based on pictures of Cliffjumper, the known height of Refraktor, and the stated WfC design goals, I expect Cliffjumper to be roughly right in the middle between a Legends bot and a standard Siege Deluxe.
I got out my TR figures today specifically to speculate on this. I don't think there's any chance that TR Brawn and ER Cliffjumper will be able to stand next to each other.
On the other hand, I'm definitely holding onto TR Rumble and Frenzy, as the Micromasters are just too small.

I think Tidal Wave is the best bet.
I also honestly believe that Tidal Wave is probably our only Decepticon that they might even attempt at the Commander class. No one else really fits in that size that is marketable, despite how badly i want Thunderwing

Yes and no. We got an opportunistic mold reuse for an exclusive set. It wasn't the right size either. And redoing characters the right way scale wise is what Hasbro is all about these days. So getting a character before is in no way indication that it's off the books.

Well, it says "official" AND it's on the internet, so it must be true! Seriously, though, this helps, though I question a few of the estimates, especially give other scale charts with control drawings of the character models on them. The Insecticons, for instance, I don't think are shorter than any of the Minibots. I also think the author meant < 3m for Bumblebee and Cliffjumper, as in "less than 3m," but more than 2.5m (the Insecticons...supposedly) and not quite 3m, like Windcharger and Gears. > is "greater than." Remember, everyone, the crocodile's mouth is opening towards the bigger number! Anyway, it looks like Cliffjumper and Bumblebee should be about the same height, and their being the smallest of the six Season 1 Minibots isn't helping the Deluxe Earthrise Cliffjumper scaling with the previous releases outlook, unfortunately.
Also, the TR Soundwave minions are way too big to be in scale with Siege and Earthrise figures. Micromasters are the right scale for them. They're the smallest of all the bots in the show.

Not my picture, but this looks right to me. My recollection of the cartoon is that Rumble seemed to get bigger when ejecting. He's slightly shorter than Hound when they fight in MTMTE, but Siege Frenzy is significantly shorter than Siege Hound.
Of course, when the minions attack Preceptor in the movie, they're tiny. It's all relative, they're as big or as small as they need to be. If nothing else, I like the TR designs for R&F better, so I'll keep them. I'm going to unload the other TR minions as fast as possible, though.

I was just doing some new book shelves and rearranging my figures over the weekend and picked up Armada Tidal Wave thinking it would be nice to get a proper sized update. I need a beefy Tidal Wave that's got some good articulation.

Those tube upper arms that they gave Cliffjumper are a Bumblebee feature not CJ's. So I expect to see a similar Bee figure.

Well, they're using the Micromaster Laserbeak and Ravage at least, and they do look about the right size in that picture. Rumble and Frenzy are still too big to me. I can understand preferring these TR figures regardless of scale, though. They do look better proportioned, but oversized. The tape humanoids are usually shorter than the Minibots or the Insecticons, even if sometimes they're not because "LOL AKOM!" (I know it's not AKOM's fault for ALL of the G1 animation errors, but it's fun to pin it all of them.

As you can see, Rumble here (calm down, RIRFIBers, this is the cartoon) is about the size of a full grown adult fleshling, slightly taller than these adolescents flailing around to flashing lights and cacophonous sounds.

Yeah, as I remember, Cliffjumper is actually one of the smaller Minibots. Dang. Let's hope that as a Deluxe, he just compacts nice and small in robot mode. It looks like he might have a sizeable backpack too, so that's where some of the mass can hide, just like in his massive feet. I'm hoping that modular rocket launcher of his is bigger than it seems, or that there is another accessory or two coming with him that Hasbro hasn't revealed quite yet.
As for the Bumblebee biceps on Earthrise Cliffjumper, they might just be incidentally similar to Bumblebee. The designers probably wanted to put in some more "greeble" and vary the geometry a bit, so they stuck it there on the arms. It's not too dissimilar to the patterns on his thighs from the original toy (which are left out in the cartoon model, of course). Or, maybe there were plans for a Bumblebee re/co-tool at some stage of development, but that was nixed and the biceps are a vestige of those canceled plans.

If you look at the full launcher in your pic and then the pictures of Cliffjumper in alt mode with the skis on the front wheels and the launcher split in half, a piece of each side, it looks like the launcher is pretty huge as it is combined from 4 smaller pieces. And we can guess the size of the launcher's "tipod" since it is made from the skis on the front wheels.

Impactor who is even taller than Ironhide also says 5.5 inches, so who know's where Cliffy will end up height-wise, except that it will be too tall for the previous Legends scale, that is almost for certain.
