I think we are pretty set on wreckers aside from Ironfist, with impactor coming later next year. I think Springer was chosen because they wanted another autobot for a voyager slot (since most are decepticons) and of all the voyager class toys one would need for this redo of G1, Gen Springer was both the oldest triplechanger left to redo and least true to his G1 look (boxy helicopter). Of course that also goes for Sandstorm but that character is much less famous. Basically, I think they wanted all their heavy hitters present in Siege.
Who else would you have picked to fill the voyager slot for an Autobot?
Honestly Springer makes sense for the very reasons you outlined. The only other Autobot I can think of that would fit that size class and hasn't had a recent update would be Grapple, hardly a heavy hitter.
Although, this kind of points out the possible error in going so true to scale for robot modes. Leaders are shrinking in height, or are being regulated to Voyagers with extras, and you have a some size classes that are going to be dominated by 1 faction or the other.
While a generations Barricade based off his movie self is pretty cool, I have to think that it was likely the result of them trying to figure out how to get another Decepticon into the deluxe scale.
