If I had to guess, I'd say cybertronian hovercraft.

If I could find a legends Cyclonus and Galvatron, I think I could like this. I'm starting to develop a city-bot display...

Already own a Deluxe Generations Scourge toy. Don't desire to go a scale or Two down. What I need is a Voyager or Ultra 3rd party G-1 Scourge toy.

Still looks to be a smaller figure ,if not it's a very basic deluxe or voyager .

As someone who loves the Generations Scourge mold, and has a dozen Hasbro Sweeps led by a Takara Scourge, I still have to admit that this guy looks great.

If the price is decent, I may get 10 of them, and then ask a customizer to repaint/remold them as these guys:
Macabre, Carnage, Discord and Malice
Rage, Rot and Strife
Toil, Torment and Turmoil
