Still an odd choice since your still left without sweep bodies. The fiction so far showed us that sweeps can have different faces rather than the same face with different bodies.

It looks like the same face to me, just with different expressions due to their being in different moods/personalities.

As Sabre posted in the comic above, the sweeps dont have Scourge's head so this head would be different. It would be one of the titanmasters with a visor, replicating the face of the sweeps.
Well, if they didn't pack the Sharkticon with a Sweep head, then they'd pack it with a head that no one would want to army-build. Anyone in Japan who'd want to create their own little army of Sharkticons would also end up with an army of some other dude who's only supposed to be one guy. In a perfect world, the Sharkticon (and all of the TR Legends class molds) ought to have been sold individually, without a packed-in Headmaster. But I guess Takara simply didn't want to sell Gen Legends class toys individually in the TF: Legends line, as both Swerve and Tailgate ended up being released as a two-pack with each other, while all the other Gen Legends class figures from before TR (but released after Takara's Generations line ended) ended up being relegated to the Adventure line. Sweep 1 in that comic is Scourge (Hasbro's Titan Master Fracas). That's the point that Sabr was making, they're basically going to repackage Scourge's head with Gnaw for double army building without having to buy Scourge seven times. Still seems like a strange choice to me, it caters to a very small number of fans that care about army building (and army building a head of all things) and gives a duplicate head to people that already have Scourge.

I did some price comparing and the (unusually) low price of 2,600 Yen is closer to the price for Scourge and Blurr (3,200 Yen), who did not come with an extra vehicle/weapon. The original Headmaster who did come with them were 4,000 Yen, nowhere near the 2,600 Yen price.

The "Targetmaster" name probably relates to their Transformers Collection reissues, one that Blurr was never released in. If that's the case, we could potentially see Firebolt and Recoil making an appearance.
