I've honestly never heard this before, and I've been going to BC since 2000. Hasbro may have had no interest in doing the IDW repaint, so TCC decided to do it instead. Pete did mention several of these figures "should have seen retail"

There also the notion that it's too early for Fun Pub to use the Arcee mold. All decos are forthcoming until released... Hasbro still has the option of releasing a Packrat, but they probably have no interest which is why TCC is doing it. IDW could have decided to update Arcee, Hasbro didn't want to do it and made a suggestion to TCC. Hasbro is constantly making suggestions to them. Maybe FunPub wanted to use the Arcee mold but were struggling with decos getting approved.
I think you're splitting hairs and trying to rigidly follow a pattern when there's not really one there... just because they haven't done it previously doesn't mean they can't/won't do it in the future. Never say never.

Bottom line is, it seems, it has to fit in the production planning between Hasbro, TakaraTomy, and FunPub. I wonder if there are any special arrangements between the three.
At any rate, all of the Thrilling 30 molds should be cleared for use by FunPub, but for the reasons stated in previous posts, I still don't think that black Arcee is BotCon material.
