Welll, he does seem to be a tad small compared to other T30 Legends figures:
But not nearly smaller enough to be Legion/Old!Legends. They call him Legends because that's what he's closest to.
It's like how Full-Tilt is a tad small compared retail TR Deluxes, but not nearly enough so to be Legends-class.

T30/Legends Metroplex has a Legion Scale Scamper, and in Siege he got a Deluxe Weaponizer in Sixgun.
TR/Legends Trypticon already has a Deluxe Weaponizer in Brunt, and a Deluxe Car with Full-Tilt.
So Slammer being a deluxe transformer is actually not a bad choice at all, if made from Warpath. Making it a Titan Master would improve symmetry, but that's probably not going to happen, and is next to impossible.
Slammer being Deluxe could work out, as long as the altmode looks like him.

I agree. Scamper is the odd one out, being the only cityformer companion not at the Deluxe Class scale. Besides, the Legends Class Scamper that came with Thrilling 30 Metroplex didn't look all that much like G1 Scamper from the original toyline or the Sunbow cartoon, especially in its coloration.
Well, the car mode looks similar. But yeah, the robot mode got a substantial redesign because they were avoiding partsforming wherever possible. So a new Scamper wouldn't be so bad.
But I don't want him Deluxe unless they're able to still make him be minibot size. I think that works substantially better for his interactions with Metroplex.
