my guess would be he created his characters after the oops but they had the same numbers as some characters before the oops and acquired the non-lost stuff like weapons of the old character who had that id.

You may be onto something.
I remember entering my Cons into missions
after the oops happened they continued using
the weapons the were equipped with
b4 even without the stats to equip the
weapon. Had I caught that before I redistributed stats and new weapons Godmaster Trypticon would be lvl 1, low stats and be
blasting bots with a laser pistol.
