Windcharger and Breacher are Scouts which are a little bit bigger than the current Legends class which includes the Seeker mold. RAR specifically said the smaller Legends class which, along with Scouts, was replaced by Cyberverse Legions and Commanders respectively. So basically we're talking about figures even smaller than those Seekrs. EX is just the Japanese catch-all term for the smaller Legends and Legions.

Nothing in the Generations proper department, oddly enough. There are no real analogs in earlier lines that I can detect, the smallest in G2, Beast Wars and RiD 2001 were still Scout-sized. G1 had Micromasters, but they were the size of Mini-Cons

It does what very few of its kind manage to do: keep the functionality of the toy it's based on mostly intact. The only thing missing is the elbow articulation and some very minor transformation steps, but he really feels like a downsized version of the larger toy.

As I mentioned above, RID2001 had Spy Changers which were definitely a precursor to Legends/Legions and much smaller than Scouts. Sure, most of them were presented as proper characters from the cartoon and just repaints of G2 Go-Bots (which were small characters like Micromasters and Minicons, not small toys of normal characters like Legends/Cyberverse), but Hasbro went the extra mile and released mini versions of Prowl, Sideburn (both repaints), X-Brawn, Scourge (both new molds), Optimus Prime, and Ultra Magnus (both like Cyberverse Commanders).
