Megatron already had his cartoon body in the comics that came before All Hail Megatron.duragrip wrote:I know "All Hail Megatron" was considered an abortion (ie. However, Prowl, Sunstreaker, and Sideswipe did not have their cartoon bodies. They instead had their Universe toy bodies that were available at stores at the time. Hasbro asked the comic people to put those ones in the comics.
Starscream, Skywarp, and Thundercracker also didn't have their cartoon bodies. They instead had bodies based on Starscream's Masterpiece toy, which used the cartoon body as a basis, but changed some things a bit like having really long jet pieces hanging off of their legs.
Devastator didn't quite have his cartoon body. He had something like it, but it was missing its chest wings and had the shoulder treads moved to the forearms. And the head was a bit different:
