Well, for the benefit of anyone who doesn't know: M. Bison was the name of the black boxing dude in the Japanese version. This was of course inspired by Mike Tyson. Anyway, the localization team were worried Mike might get a bit upset at being the inspiration for a villain, so they gave his name to Vega (the actual name of "M. Bison"). Vega's name meanwhile was given to sadistic claw-wielding lunatic Balrog, who in turn had his name given back to the nameless M. Bison.
So in summary:
Vega (JP) = M. Bison (US)
M. Bison (JP) = Balrog (US)
Balrog (JP) = Vega (US)
And to top it off, Japan's version was made FIRST. The American version is what made these name changes, so it's technically the Japanese version that got the names the intended way.
It's basically Street Fighter's equivalent of "FIBRIR vs. FIRRIB".
