Toy Sightings section update to exclude State Abbreviations

After learning about an unfortunate and untimely death in my family late tonight that is going to take me away from updating the site this weekend, I decided to go ahead and update the Toy Sightings section to use unique IDs for each State or Region to accomodate the worldwide differences between countries.

I have tested this in a variety of ways within the past 30 minutes. I am exhausted and should have been in bed 3 hours ago ... I have to be at work in 6.5 hours. Please help me test this section to see if there are problems with the unique ID or with the State / Region name not displaying correctly. I am bringing my lunch to work tomorrow so that I can make any necessary corrections and to fix my admin section to work with the changes that I made on the fly this evening to the database and to the front end code that you guys see.
