I can do that for you. I have not put them side by side BUT I think the newed Joes are a tad taller than SW figs.

As for the two-packs. I dunno, I think the only 25th anniversary figures I'll be picking up are Beachhead, and Cobra Commander. The lack of articulation of the waist in exchange for the upper body articulation is pretty disconcerting.
Also, it's kinda sad how Hawk is a repaint of Snake-eyes with a new head.

I think the idea behind these is much like the Star Wars (Marvel) comic packs... even the previous Joe three packs that Hasbro did: they're going to have garish color decos.

I was taking some pics of figures earlier, here you go:
Roadblock is taller than any of the others. Snakes and Scarlett are about the same height (going by the tops of their heads), and Scarlett is a little taller than Han and the Clone.

I found Ninja Snake Eyes, Stormshadow 2, and hooded CC, but it seems Flint and tyhe Cobra Officer are hard to come by. my guess is Cobra Grunts will fly off the shelves because some wanna build up a Cobra army for $5 a fig. Not so sure why it's so hard to find Flint other than the fact he's the only one to have one variant period. Cobra Officer is more a semi-repaint of the Cobra Soldier soon to be available in singles.
