He should not be. His outfit and helmet is a direct updating of his original jump suit (apparently using an Ace figure for most of him) and Spectrum Mask, released with the Thunderhawk Camero.
As for his helipack, with the size, style, and colour it should just be a backpack converted from a Condor (motercycle/chopper) unit.
There was a single figure mission pack with a helipack in the second year, but that was packed with Bruce Sato, with the Grasshopper Mask and wasn't as stylized as the one released with Trakker.

Wow. So someone at Hasbro thought that Hawks arms were such a good idea that they had to make a new set the same way for Trakker? What were they thinking?

The first 5-pack had bad hands; the comic pack had the chrome head but still bad hands; the IG Destros don't count. What we need is a figure in his traditional costume, with a decent sized hand laser like he had in the toon that fits in his holster well, and the brief case. Probably in HOF Wave 2 since we still need a Duke and CC.
