He should've tried at least explaining to Tony what Zemo was doing in the interrogation. Wouldn't a German Sokovian doctor saying the words "I want to see an empire fall" in thT exact order raise some pretty big red flags?  He never once mentioned that to Tony.
Actually caps reasoning to me was that while it looks like it would work,  being under the thumb of the UN it would restrict them in doing what they're supposed to do, I.e. save the day and deal with the threats that the military just can't deal with. They may also be sent into places that they just don't want to go. Tony may say safeguards may be put into place later but let's face it, that isn't a guaranteed thing. Basically they would be forced to work under other people's agendas and on the world stage, nations only care about themselves (this is taken to the extremes in movies)
I can't remember the exact events that led to the super human registration act being repealed in the comics but it came after a distinct bleak period as the likes of Norman Osborne took the reigns of global sercuity in the dark reign event. 
I can see the sokovia accords getting torn up in the aftermath of Infinity War, maybe after they've been abused in Thanos favour. Plus we all know Vision is going bye bye for a little while.
Can people please explain to me though why Bucky should be punished for things beyond his control? I'm asking as I have wrote a very similar situation in my stories but I wasn't quite expecting people to be asking that a brainwashed guy to be accountable for the actions that were programmed into him that bound his will.
