This part confuses me. When I add up the number of each physical figure they only come to 9,596.

Oddly, I feel a bit like a hypocrite saying that though since this reminds me of the BotCon 2007 ordeal. Most of the figures that created the uproar from that Botcon's exclusives eventually became available at retail or other attainable venues so maybe time will tell with these Funkos like Devastator, Sideswipe and Hot Rod.
This and Botcon 07 are apples and oranges. Imagine if you paid Fun Pub for a lottery ticket that had a slim chance of being a winner, and only winners got one random toy out of the boxed set.
