No. He is NOT supposed to be Hot Rod, he is supposed to be Rodimus Prime. Back when the character was first announced and all the times after, he was labeled as "Rodimus Prime". And during this LONG time period, his Robot Mode was the only form that had been seen. Because he is suppose to be Hot Rod, not Rodimus Prime but they lost the rights to the Hot Rod name, hence the name Rodimus Minor

Besides, one's look doesn't always affect their name. Take a look at Energon Downshift. He's the spittin' image of G1 Wheeljack, yet his name's not "Wheeljack", it's "Downshift" (and the show even called him "Cliffjumper" more often than "Downshift").
All in all, "Rodimus Minor" is the wrong name for this figure, as he's supposed to be "Rodimus Prime" despite the look of his altmode.

The fact that they lost lost the name "Hot Rod" does not affect this guy. It does affect the G1 character, but only him and no one else.
He is not and wasn't supposed to be Hot Rod, he has always been Rodimus Prime. This toy is the first and only thing that has messed up his name.

Basically, ignore the G1 character and his name issues, as he's got nothing to do with this guy aside from similar looks and voices.
