why does level 5 missions have missions with lower experience points than level 4 should the higher level missions give you more experience points

They have a decent xp payout
For the level.
Try to spawn them
Or hit the 1-11 missions

Other than that..yeah

Don't go to far up the ladder.
You've helped Flamefeather get some good
Hits in the 0-4vs10/11

The mission payouts have needed an overhaul for a long time...
Then again so does every bit of this game (don't hold your breath)
I did an analysis what seems like a lifetime ago...

It's a bit outdated now (then again so is every bit of this game) but you'll get the idea.
