Call it ironic, but the scale should be around CHUG leader sized for the bots. They would come with at least 4 or 6 mini non-transformable action figures (mp human sized) of classic Bots and Cons. Also in the same box set, there should be actual set pieces like for standard electric trains sets. In fact, make the citybots at the same scale as the standard small electric train.
All set pieces that come with a citybot could be compatible with the other sets. Ultimately, one could create a complete and kick-ass diorama. Of course, such box sets would be priced for around 300-ish dollars. And as usual the MP line will be RUINED FOREVER because of the citybots subline.

1. Leader doesn't automatically equal "Voyager with extras", it's just that that's more common in Generations right now because it's more scale-accurate for the characters using the size class than having them be 9" tall. I want a leader CW compatible torso mold that is basically a voyager torso stretched out a bit vertically so that would could attach 4 arm bots instead of 2. I want a 4 armed combiner. I'm just not sure of the leg bot combiner pegs could handle the additional weight of 2 more deluxes and the torso going from voyager to leader.
