Honestly, I didn't expect more, the design from ape to humanoid robot has always been prone to being a headflip bot. The SS leader will be the same as to some extent. Though the legs have transformation too and we don't see that in these pics. I think only the MP went out of its way to give a fully new transformation for Primal.
As for looking plain, fully agree, though that's more of an issue towards the film's design team. It's basically just recreating this:

While that was true for the Bay movies, I didn't think it was unreasonable to hope that a reboot would mean more visually distinctive designs, especially after the aesthetics in Bumblebee and the reuse of Optimus' Bumblebee design.
