Think of it this way, you could have 6 6-sided dice, while someone else could only have 4. If you both roll all of them at the same time you will have a number between 6~36, your opponent 4~24, sure you should be able to roll a higher number but you could easily roll a low 16, to their high 21.
Yes having a higher tactic with the appropriate primary stat should out preform, but it easily could be out done by a character with lower skills.
And that doesn't even come into elements like Ram stuns, friendly strafe hits, or the simple breakdown of the characters involved in that mission as all of your stats are going to effect the randomness of the result.

Editor put that very nicely and trust me until late in lvl 2 the RNG is a very big crap shoot. Just keep at it gets better and thus more fun but no matter how high you get the RNG still has it's moments that make you go
