Optimus has a robot mode and a super robot mode, right? The reason for your confusion is the amount of love Takara put into a deco of what is essentially a big kiddie toy along the likes of that giant bumblebee or Mega 3-step prime (or 5 step megatonus). The robot mode isnt great for poseability and the vehicle mode is there for the sake of it, its for kids. But Takara had to go and make him awesome looking so of course us collectors are curious. But its still a big toy for kids. I guess the best alegory would be that he is this line's Giant Dragon Optimus:
