If by that you mean a smaller G1 Headmasters, yes. The term "Headmaster Jr." is only used in the Japanese line, not the US one.
Here's the list:
Cab, based on Hosehead
Minerva, redeco of Nightbeat
Goshooter, redeco of Siren
Bullhorn, based on Horri-Bull
Cancer, based on Squeezeplay
Wilder, based on Fangry
As the smaller Headmaster characters make an appearance in TR, they'll appear in Legends as well in a set with a Legends Class figure:
LG24 Shockwave & Cancer
LG28 Rewind & Nightbeat (treated as a generic suit in the Legends manga)
LG29 Wheelie & Goshooter
LG37 Jaguar & Bullhorn
And just to be complete, and to put a damper on some people's hopes:
LG38 Condor & Apeface
We're still waiting on Wilder to receive a partner, and for Hosehead/Cab to actually appear.
The resident Rewind... well, half of one
