Its the North American release. He hasnt been released in the states or canada yet.

And that would actually make sense, as UW releases tend to alternate between good guys and bad guys. Not that I'm saying TakaraTomy would, just saying it would make sense for them to do so.

As he said, I'm including the heads. When you count heads, every single UW release so far has had unique tooling which is pretty cool.
Ratchet could be Hoist... not off the table, but again, Ratchet's head was pretooled so I just don't find it likely.

I'm pretty sure they did not use it but they did use the First Aid head for Medix.
