2 things
1. These arent the final colours.
2. Things can look odd when dealing with the silver colour which is very reflective.
For instance, look at Long Haul below, he appears to have either green on his forehead or a hole right through it but it is in reality just a trick of the camera due to the reflective silver paint.

Same here. The toy looks fantastic and gives me extremely high hopes for a Beast Megatron. But the blue looks really off in beast mode. I can't help but think this was a deliberate choice to give Hasbro an opportunity to do a more accurate beast mode here in the States at a later date.

That would be a nice change.
And no, it's not a trick of the camera, no professional photographer would allow that much reflection in the studio. Plus we'd see it in the glossy white legs as well. It's too consistent in both modes in all new photos to not be accurate.

At one point it was more subtle, I can't imagine why they looked it and thought "more blue".

If so then it was intentionally misleading. Check out the bot mode screencap.
The fur is the same color but the bot chest has the accurate metallic blue.

Whatever color, it should definitely be the same color as his hands and feet in gorilla mode. It's all exposed gorilla "skin".
I think what happened is that as Season 1 progressed, the animators found that blue light sources cast the most dramatic shadows/highlights across Primal's skin tone. So while in early episodes there's a lot of "natural" light causing the gorilla skin to be more flat/gray, they kept playing with the lighting in different situations and really came to like the blue. I certainly remember him being in dim lighting with a blue light on him on more than one occasion.
