That's why I always pre order from BBTS. I think it all depends on just how deep they go with the complexity. For Armada Prime he obviously wouldn't have electronics, but if they could still get the trailer into a convincing base mode AND give it knees that would be worth the Commander price! Including a Sparkplug would be nice even if it were a retooled Micromaster. For Energon Prime I thin they can do Leader class just fine. I don't really think of the trailer as essential, it was just a rack to hold the drones, it didn't do anything. If they just stacked up 2x2 on the back of Prime I'd be fine with that, just need to find a way to give them elbows and still be interchangeable. For Cybertron Prime I think The original was pretty close to how modern Transformers are designed so really they'd just have to take that and shrink it a bit to 7" scale, it'd be similar in looks to Rodimus since he doesn't have a trailer. Maybe make a new Core Cybertron Rumble repaint it as Coby's Rumble to include with him.
Might as well fill in the rest of the list:
Beast Wars: Tripredacus (no way they would do Tripledacus these days)
Beast Wars II: Magnaboss (he was painted better here)
Beast Wars Neo: Magmatron (not confident they could do him properly at Leader class.
Beast Machines: Tankor (he was massive on the show, not even sure Commander class can do him justice)
RID 2001: Rail Racer (seems like trios are the maximum we're willing to do at this class)
Movies: Stratosphere (not to scale most likely)
Animated: Unproduced Powermaster Optimus Prime
Prime: Predaking (really no other choice, Unicron would be a Titan)
GO!: DaiKenzan (simplfied from the oriignal with Kenzan on top, Optimus Exprime in the middle and Gekisoumaru on bottom)
RID 2015: Ultra Bee (This is the only 4 member team with any chance of happening at this class)
Cyberverse: Astrotrain (or maybe Trypticon?)
IDW: Thunderwing (should have been done a long time ago)

Yup. Energon Scorponok just needs to remake the original but with improvements on solidity and articulations. It would be the same size as the original, thus making him fully Leader class.

You know, I feel there's a better pool of characters that could be Commander Class then there is to be titan class
Titans are pretty rare. There's the city bots, the huge combiners (if relevant) and maybe some big guys like Armada Tidalwave.
But the way things are going, "Leader" is now the old Ultra class, meaning "voyager +" and the current Commander is the TRUE modern "leader class". Way too many characters would need to be Commander to be in scale and to have the required number of parts. A shame that there is only one Commander a year.

I very much want a Legacy Prime Breakdown, though I got the Pulse exclusive two-pack as a stand-in if needed. I think Hasbro must know the demand is there, and it's one of the obvious choices from Prime IMHO.

I think an argument could be made for Rampage if we wanted him done right. His tank mode was a full on extra transformation while Depth Charge just used a half step between modes and Tigerhawk really only added a helmet. If we wanted him done right they'd have to figure out how to work tank treads in and could even further pad the price up with chrome and a larger size all together.

I only ever heard it as two in the mainline to make up for the absence of a Titan. But even if the rumor doesn't specify mainline or exclusive then the funny thing is that rumor was for 2022 and seeing as how SG Jetfire was delayed to the first week of January it ended up becoming true in the US at least.
