I've been going over this statement for a while, trying to understand it. And I don't. So help me out.
What "technicality" makes you believe an MP Reflector would need to be a working camera? The original wasn't, and (so far) the MP's made with device type alt modes (Soundwave, Megatron, cassettes) are not functional.
Right. First off, I'm noticing a bit of a running theme here. Where clearly some of the more bloodthirsty among us wanted Megatron to be a real gun. I suppose some countries really do have a more lax attitude to firearms, after all. Different strokes for different folks and all that too, I guess
Secondly, Soundwave's altmode is functional, in that it can store (and deploy) the Cassettes, which also applies to the Cassettes in reverse. The word "music" is omitted from both his altmode and theirs for this reason. It's not a human tape player, much as Megatron wasn't a human gun. They just looked like them IE
ROBOTS IN DISGUISE
To that end, Megatron's altmode too is functional in it's visual authenticity.
So, because I've just come home from a long day at work and I'm tired of repeating myself, let's break this down.
Reflector is a trio (or single bot with cloning, the fiction seems really vague). That is what they looked like in 1985/86.
Reflector is composed of three distinct robots that combine to form a camera: Viewfinder as the central component with the lens, Spectro as the right-side component with the shutter button, and Spyglass as the left-side component with the flash. It includes a telephoto lens and old-style flashcube that doubles as a missile launcher,
Now we've cleared up what he/they were and what the original components did in their Gestalt form.
If Reflector did make it to them MP line, people are saying that they would pay a MP Collection price tag for a visually updated figure that did no more than one in 1985? Considering it would hopefully be sold as a Trio, no doubt Reflector would be more expensive than the average MP Car-Bot.
The difference between Reflector and every one else is that individually they transform into nothing. Also when it does Transform into a Camera, it serves no other purpose. Not a Car/Jet/Beast/Mini-bot carrier etc
Given the ingenuity that went into MP-36, I would logically think they could do more with a Trio of bots that turn into a Camera than leave it as an expensive and superficial plastic shell.

The Battlechargers are a noted (largely inseparable) pair. Not even brothers like Sunstreaker et al More like clones. One is coloured black, the other white. They are otherwise identical. It would actually make less sense financially to try to sell them separately, in that respect. Much in the same way you wouldn't sell Scourge and the Sweeps separately.
As for the Insecticons, my thoughts are given their size they would make more sense as a Multi-pack, as they did with the MP Cassettes.
