Because DOTM Megs isn't just a truck the size of prime, it is a truck and trailer which would take up at least twice the volume when the trucks were in scale with each other.
Edit: I'd love to see some side by side shots of Prime and Megs in truck modes for comparison.
They are different types of trucks.
Prime is a Peterbilt cab, while Megatron is old timey Mack Cab.
In reality, a Peterbilt Cab is about .75% the length of a Mack Cab + Tanker.
Basically what you are saying is a Truck that is normally 25 feet long should be larger than a Cybertronian Tank, and a Helicopter (Blackout) that in real life is 88ft long.

The fandom has come to expect a certain level of progression from these lines. And for a toy line that specifically strives for screen accuracy and scale (within reason), when something doesn’t look right, it really, really stands out. And this new Megs really stands out. His blockiness is just bizarre when compared to every other figure in this line. So unless this new figure is some clunky aberration, then I’d lay odds that he is mistransformed. Add to that that the majority of the times we see these new reveals at shows, some of the figures are actually mistransformed. It happens. It’s certainly not the end of the world, but it is worth mentioning. Less someone sees a figure that looks bad, because it isn’t transformed correctly, and forms a negative opinion of that figure as a result.
On the positive side; I’m very pleased to see that this Jetfire and Prime combine. I’m looking forward to seeing some close up shots, or renders of their combined mode. That Bonecrusher looks like everything I was hoping he’d be. I can’t overstate how reassuring that is. I’m pretty pumped to see the rest of the Constructicons now.

Although I'd be happy with the concept Camaro modes from any of the first 3 movies. DOTM would be my dream, but I think the MV1 concept Camaro mode is in greater need of a deluxe update.
I'm ok with them taking their time with it too though, we do have a lot of Bees in SS right now (not that I'm complaining).
