Why does this even need a precedence? I think Hasbro (and therefore, we) gets too hooked up on who's around for cross promoting. What's wrong with just making awesome looking robot toys? Hasbro used to do this all the time ranging from the late stages of G1 all the way through AEC. Then somewhere around Animated they got fixated on only doing characters they could cram onto a cartoon or comic. Just think of all the great Beast Wars figures we would have missed out on if all they cared about were the ones they could fit on the show! They still do this for the movie lines with completely unknown characters as the recent top list pointed out, why should Generations be any different? And it makes more sense in this case since we're talking about characters IDW is already promoting. Who cares if a character is already dead, dead Marvel and DC superheroes and villains are made into figures all the time.
However, him being a pretender turned into a figure with a titan master means that the next phase wont be a redo of pretenders.
I don't think there was any chance of that happening anyway. More likely they'd do something they can incorporate into multiple size classes like Targetmasters or Powermasters.
Still, there's no reason why Sky Shadow/Thunderwing can't still be Pretenders. The shell can have a Titan Master head and a Legends figure can be stored inside the body that can become a vehicle for the TM. If I'm not mistaken the TM doesn't actually control the body, but rather grant additional powers so the robot inside the shell would still be controlling the shell the same way the other characters keep control of their bodies.
