The comics fiction is secondary. When Hasbro makes these toys, the last thing they think about is "how will we explain this in the fiction for the fans". Instead they think "what cool looking stuff will kids want to buy". The fiction is ancillary to the point that Hasbro has clarified that not everything you see in the TR line will be explained in the fiction. They care so little, the fiction you are referring to (IDW) is licensed. If you think they made a generations toy of Scoop because they wanted to use him in the comics, you are fooling yourself.
They made a toy of him because of his usage in the comics he was there to sell, as was the minicon team and pretty much any generation figure over the last few years. Knowing a person who actually writes for IDW Transformers titles as I do, characters can be made and used by the creators and hasbro often comes knocking due to that characters popularity. So yeah your information is off.
