They could do an update of the Cybertron giant guys like Metroplex, but it probably wouldn't be that much different in size than the leader that exists right now, considering how the leaders have downsized so much. Maybe a new Unicron or Primus? I don't know why those guys wouldn't be titan, except that there's no reason they have to be either since they'll never scale with anything.

My money's on Scorponok. A city size is too big for him, especially if they retain the Head/Titanmaster gimmick.
