I don't know much about the series or the toys, but I can tell it is a Garland from Megazone 23. Collection DX did a review on a few of them: http://www.collectiondx.com/taxonomy/term/710

Yup, there are a few versions of the Garland, but this looks like the regular Yamato-made Garland, not Proto, from Megazone 23 (not part II or III), painted up like Cy-Kill.
