The phrase doesn't mean "These are the best ones we've ever gotten." As for Primal Prime, I really want him, especially if there's no painting required which, save for the silver, it doesn't appear that there is because all the blue, red and white appear to be colored plastics.
I don't have the mold but going by photos of 10th Anniversary Optimus Primal the blue parts of the chest and calves are painted.

There's actually two themes this year: The Box and the Botcon anniversary. All the non-box figures fit the second "theme" but are still slotted into the first because they needed to be.
I kinda wish they'd just not done fiction this year and had the theme be the two anniversaries.
