For the moment, make them level 1-3 missions, so that the level 2s can make xp too.

I remember seeing some of them in missions, but Galvatron Supreme doesn't have any, maybe they were reseted to lv. 1 :-?

I know Buzzsaw was level 2, but he was reset to a new alt mode so maybe GS didn't have enough XP for level 2 in the new alt class.

It only becomes an issue when people make it an issue.

If he doesnt want to level up now, then thats up to him, not anyone else. There is an xp cap in place so he cant take the piss, bringing this up now achieves nothing.
