Yes that scene in the comics was not 100 percent clear, we already know there was clever lying going on!
Also worth noting is that Shockwave is dead, Cyclonus is no where near the conflict and Galvatron VEHEMENTLY hates the idea of combining. I think we can take some derivations as read.
Plus, if we do that, there's hope for Computron, considering a lot of the Technobots are dead in IDW.
Counterpoint to Cyclonus not being around: during the few-month build up to Victorion, one of the reveals was that Galvatronus was to be her nemesis. Cyclonus is on his way to Cybertron, rest assured!
