I dont think it will automaticly, you'll need a member of staff with access to the right control pannels to do it (hence why Im still running around as pRedimus).

there's no incentive not to anymore AZ, before levingling up would deny you missions against easy targets and put you in missions with more bad asses, and you would have much less opposition and allies.

now the entire HMW playing population is in 0-3s the only down side is the CR cost, but the upside is you have more upgrades, and you can build a woefully effective level 3 avoider.

quite frankly whomever dealt the mission brackets out post reset did it somewhat thoughtlessly.

Was it dealt out or done just to get things rolling? Whatever the case, having a redistribution would be beneficial now - unless the plan is to keep it as is to change game play.

I know there's no incentive to not level up anymore, but people still aren't doing it. I was surprised to see a level 3 in a mission.

Well, there is a incentive. If you sit at level 2 and run a highly expensive config, you have the chance of keeping others from leveling up by soaking in a majority of the XP yourself. The downside is your growth will eventually drop off as others do the same. Going up to level 3 means that the enemy gets more XP off you, true, but it also means that they'll level up faster and you'll inturn, have your growth shoot back up.
