Tammuz has put together an equation that will insure all weapons made using it will be fairly balanced.
If you put 0 in both the Skill and Firepower slots of the equation though, you get pretty much nada. 0Fp/0Skl Weapons would be aesthetic at best, a liability at worst.
So it's not that Tammuz thinks "everyone should be forced to fight hand-to-hand till they've earned enough experience to use a weapon", it's that this is the best way for the weapons to be balanced and consistent.
