Ok, here is my situation I go to upgrade my 'con but in the Weapon selection the is nothing, no Basic weapons or anything.

Bottom line, Is there like a place where I can buy them? If so where?

On the registry page on the slide link there should be Buy/sell weapons. You can get them there.

Does the amount of Unspent XP effect how good you do in battle?
