I’m pretty sure we did see Optimus Prime on earth with Bumblebee in the Bumblebee movie but it was them talking in a forest at night.

Between that, the OP message early in the movie and iirc a deleted scene, all the wires get crossed for me when it comes to OP's scenes in that movie. That's probably a good thing since it means I remember it more for its actual plot and characters rather than an Optimus cameo.
