What I've read basicly gos like this........Old Spock, while on Romulus becomes aware of a plot to send someone back in time to kill Kirk before he takes comand of the Enterprise and to kill young Spock as well.The idea is that Romulan high comand believes that with out Kirk or Spock the Fedaration would not have become the super-power it is.Old Spock trys to stop the plan to send someone back in time so he go's back in time aswell to prevent Kirk and his younger self from being Killed.Old Spock gets Killed while trying to save his younger self [played by the guy who plays Skler on Heroes] but not before they can mind meld.So young Spock with the information he got from older Spock seek out young Kirk to save him and they become fast friends.
Now the one good thing about this script is that if history is changed [like in Enterprise] it wouldnt matter......with all this time traveling you would expect history to change.

I believe they discussed it in an episode of Enterprise where an ancestor of Soong's had a bunch of genetically engineered people, and then abandoned eugenics as the way to create the perfect life and switched to robotics.
However I doubt this is exactly what you are asking
I'm sure this ep was based on the concept that Khan was a product of the eugenics movement, the quest to create the perfect human, while Soong sought to create the perfect, ie human-like, android
