They showed something being built, they slowly panned around the ship, then boom, Nemoy saying "Space, the final frontier" then right on into epic Star Trek theme. Instead of "coming soon" they put "Under Construction" to end it out.

Nothing. Find some old TOS footage. The ramscoops are covered by a red dome, but under that is a faint spinning motion. It's just more noticeable now-a-days because of higher resolution and bigger screens....

Some are - they have many shipyards I believe. But the Defiant and Enerprise D were built there.

Not really. I know that with anything that is aired on TV of Film they try to make things as consistent as possible, despite Enterprise.
My main beef about Star Trek continuity is the books. Some of the best Trek out there has been in the books. But they don't count... AT ALL!

True they have different ship yards but what we saw could have been the Utopia Planitia yards on Mars.I saw no reason to think it's not Mars.
