To not give it a new head would make it an unfaithful representation of the character that it's supposed to be. He's not supposed to be a mold-match for Armada Starscream and Armada Thundercracker.
Why, even Thundercracker got his own mold in the Cybertron line and cartoon, making him not resemble Starscream at all.

Except that the anniversary isn't for the Beast Era as a whole, but for Beast Wars, the American series that ran from 1996-1999. Beast Wars Neo doesn't even take place in the same timeperiod as Beast Wars. Um Sabrblade their has bern noyhing specificing whether it will be just american. Beast watd cartoon characters.... plus tfcc recongnizes itas part of the beast wars series and things
