He might also have been saying that Primal was in the 'chaos' category and chaos=bad. But his 'chaos' reason was 'sometimes crazy works' so I think we'll all be good

I think they were referring to how he was in the "Chaos" category. But I didn't that as him being evil more like he's got a few screws lose, in a good way. But they can make him plenty cooky, that was one of the main draws for me.

Yeah, I think that was their attempt to show how Chaos doesn't necessarily equal bad. I kind of like the idea from a narrative perspective of showing that actually; that Chaos is a natural part of life and who we are and there's no problem exploring and using it as long as a degree of control is kept in check and counterbalance.

Like, consider this toyline and current design team. Throughout the whole thing, the characters we've had that originate from non-G1 series so far (Victorion and Windblade are debatable so let's not count them) consist of Armada Megatron and Tidal Wave. Both of which use molds originally designed for G1 characters, don't really work for them, and are just given a new head and paintjob.
If a fan vote for the toyline results in the victory of the one character in the vote not from G1, isn't that a good sign? Isn't that basically the best way the fandom could have said "we love Generations, but can we please get more stuff that isn't G1"? Doesn't this bode well for remakes of and homages to Sideways and Oil Slick and Bulkhead and all that? Doesn't that open up the possibilities for a line called 'Generations' to start celebrating more than one Generation already?
Generations with this design team has been making small steps and developments to a more opened-up line. Obscurer Japanese-original characters like Black Shadow, Overlord and Metalhawk; and now an IDW-exclusive character in Nautica getting a toy - granted, it's in a boxset with a bunch of other dudes, but this is the first time it's happened since Generations Drift who had a ridiculous amount of advertising and marketing around him compared to the plucky Lost Light mechanic. Hell, we even got an Action Master in Krok!
The point is, Generations seems to have made small steps towards being inclusive to more areas of the fandom - and I think a non-G1 character winning a poll like this is a really big push they needed to really go to town.

We've gotten Hound in both Universe 2008 and Combiner Wars; both of which were excellent toys and excellent representations of the character. I'm really not sure what more you could want beyond a re-issue - which is something I really feel Hasbro should do more actually; god knows I'd love to get my hands on some of the Classics/Universe/RTS molds without sacrificing my food money for the month on eBay.
Given how they seem to be reaching into the Japanese-original characters (starting with Overlord, Metalhawk and Black Shadow), I don't think a Leader Star Saber is scored out. He's easily one of the most popular and well-known of the JG1 original characters - if not THE most popular and well-known; he's practically a representative for that little era - and someone as vibrantly coloured and cool-looking as him that can turn into a space jet is something I imagine would be very appealing to kids. And, again... Optimus Primal winning actually kind of helps this possibility because it shows Hasbro that people do, indeed, want characters from outside American G1 remade in Generations.
Let's also not forget that - something I admit is on fault of Hasbro here - we really don't know the nature of the poll. It will culminate in a toy for the character, yes; but will it be a straight-up new toy for their design, OR since it's them as a Prime, would they get a whole new design? The fact of the matter is we really don't know what's going to happen, so basing your vote on getting a new toy of the design you associate with them is in my opinion a bit of a gamble.
